Um, they have to hold they're going to be held back until that five percent is going to be held back by DHS until every state, and this includes California, includes all the blue states, and they rely on these homeland security grants.

And they are not going to get those grants unless they come back with a plan on how they are going to comply with the requirement to have manual.
