Because the pact is the pact of the European Union member states dealing with how we control migration within the European Union.
It is a tragedy that the UK left the European Union and particularly in the area of migration, the only country, and it's the living testament of why it's better to work together as Europe as one, because the only country that's tried to manage migration on its own as a standalone country is the United Kingdom.
And they have had unfortunate, very unfortunate complications in migration.

What we want to do as part of the EU member state is make the pact work so as we have our comprehensive EU pact and also make our relationship work with the United Kingdom so as that we manage the common travel area in the way it's supposed to operate, which is to allow that freedom of movement
and also to make sure that people who would choose to exploit it for any reason are dealt with.
Well, what we have collectively as a government worked on with the UK for many, many years, and we will continue to work and develop, is what processes we can put in place in terms of information sharing and in terms of working together to make sure that people who do not have an entitlement to the movement of the common travel area aren't able to use it.
No, I think what we recognise is that there is issues there, but it is important to recognise there's wide-square migratory movement on all external borders of the European Union.
