And that's a key problem.

And then it looks like the individual who carried out this attack had gone to Paris, to Dublin, to Belfast.

He should not have been allowed onto a plane from Paris to Dublin.

because he had already landed in a safe country.

So where is the check as to which airline carried him?

Where is that airline being fined?

What procedures are in place to make sure that the rules are followed?
