Now keep in mind, APD was the very department who had arrested David Hernandez for kidnapping that little girl in 2013. So if they would have just looked into it, they would have seen just how dangerous this man was.

Now, according to the family friend who sent in the tip, when Michelle found out that David had tried to kiss Victoria, she immediately broke things off with him and she kicked him out of the apartment. But besides that, no one from law enforcement or any family services came in to help or to make sure Victoria was okay.
