A federal judge in Oregon ruled Friday that the Trump administration failed to meet legal requirements for deploying National Guard troops to Portland, Oregon.
The ruling followed a three-day trial last week.
In her opinion, the judge said the administration did not have a legal basis for deploying the troops because it did not establish that there was a rebellion or a danger of one forming.
The administration also did not show that it was unable to enforce the law with regular forces.
Stocks finished the week down, the first time that's happened in the last month.

Police in Chester County, Pennsylvania say at least one person was killed and six others injured Saturday night during a shooting at Lincoln University.
It was homecoming weekend at the historically black university.
The shooting took place about 9.30 in the evening outside the school's International Cultural Center.
