So you have to go to the smallest communities and the largest places to get 2% of the voters in those communities.

It's probably because the way I explain it.
No, as soon as I start hearing numbers, something happens in my head.
So if there's 10,000 people in a Senate district, you've got to have 2% of the signatures from that Senate district for a constitutional amendment.
So you need to walk away.
