Senator Bill Ferguson had previously been opposed to redrawing the lines, but he told member station WYPR in Baltimore the Supreme Court decision on the Voting Rights Act and Republican-led efforts to redraw congressional districts in numerous southern states means, in his words, the rules have changed.
