Now, we already know for definite that there's going to be a 750 million overspend in education.

The government have accepted that.

But there's an emerging overspend in health as well.

And IFAC is projecting that out to the end of the year.

And then it's also saying things like the costs of an ageing population and demographics are quite high.

But the government is resisting that.

The problem for the government is that in previous years, it has also disputed the costs of standing still that IFAC have put forward.

And then, of course, we go into the following year and what happens?

There's overruns in departments.

And why are there overruns in departments?

It's a kind of a kicking the can down the road exercise.

Now, I'm sure the government would dispute that that is their strategy.

But if you look at recent years, that is what has materialized year after year after year.

Now, these new EU fiscal rules are meant to be the start of reining in those behaviors and stopping these kind of overruns.

And already we've seen Jack Chambers in relation to the overrun in the Department of Education saying that he's going to put

a levy onto all other departments for next year, thereby reducing their spending.

But in many ways, that's the same thing as just reducing the wiggle room they have in the upcoming budget.

So, look, it's politically very difficult for them.

And then on the tax package side of things, you say 1.5 billion there has been estimated for an income tax package.

And that's slightly separate in that the government can raise taxes and some taxes will naturally raise anyway, like carbon taxes legislated to go up.
