And I think this year, more so than any other year, the two are integrally linked.
Both would dispute that there is, but absolutely I think so.
I think both think they can get more leverage the closer it gets into the Budget.
On the Union side, they can see that with the European Presidency ongoing and with negotiations on the Budget ongoing,
and potential strike action being ready by August and September, they will have maximum leverage.
And the government, for its part, perhaps sees that if it can get lower economic projections in two weeks' time, and then as it gets closer to the budget, it can perhaps frame the public sector pay deal as a trade-off
between things like income tax cuts or other things for the rest of the population and increases in pay for the public sector.
So there is certainly, I think, reason for both to have those kind of strategies.
And so either way, I do think it'll be August, September before we get anything approaching a deal.
They are.
And I think part of that is because they got so hammered last year for not doing an income tax package.
And Simon Harris, who obviously this is also his first budget as minister for finance and Fine Gael more generally, you know, income tax packages are kind of their bread and butter.
And while last year's budget was framed as a budget for businesses and the economy, Harris wants to get back this year for it being a budget for workers in the midst of a cost of living crisis.
And an income tax package, I think, is seen as not only fair, but necessary that the politics of not doing one this time around amidst all the talk of inflation outstripping wage rises would be too difficult.
