And it goes nowhere, for the most bureaucratic reason imaginable.
For the government's own later filing, the Brooklyn office could not get approval from Washington, D.C.
to even speak with Afridi.
The prosecutors who spent the decade building the case against this man were not allowed to take his call.
So the lawyer channel stalls out, and Afridi says, screw it, lawyers, they haven't done anything for me.
I'm going to figure it out myself.
In December of 1994, a man named Barkat Shah of Peshawar, a self-described go-between for Afridi, walks into the orbit of the DEA's Islamabad country office with a message.
I, Afridi, would like to discuss the possibility of his self-surrender.
And the DEA is like, you know, we don't believe you.
This sounds like nonsense.
And so begins one of the strangest verification processes in law enforcement history.
Shah hands over a phone number for Afridi.
The DA runs it through their database and gets nothing.
But during a follow-up call conducted in Pashto between Afridi and the DA's Pashto-speaking investigative aide, a man named Ali Bangash, and remember Bangash's name because he comes up later, Afridi offers up a second number, his private number, and urges Bangash to call him on that.
That number comes back in the DA's files as belonging to Ibafridi, which the cable notes with bureaucratic satisfaction lends credibility that the speaker actually was who he claimed to be.
