Now, who runs this whole thing?
Because a bridge that's valuable, somebody's controlling it.
And that's where we get the Primero Commando de Capital, the PCC, the first command of the capital.
I'm not going to do a deep dive on these guys.
I did a full episode on them years ago.
That's awesome.
But let's have a little refresher.
PCC born in prison on August 31st, 1993 by a group of inmates in a brutal penitentiary in Sao Paulo state in the aftermath of the Carandiru massacre when police storm a Sao Paulo prison in 1992 and kill 111 prisoners.
The PCC starts, at least in its own mythology, as a prisoner's rights and protection outfit, eight guys who swear an oath.
And over the next two decades, it does something that almost no prison gang anywhere has ever pulled off.
It goes seriously corporate.
It takes over the drug trade in Sao Paulo, not mainly through spectacular violence, but through a kind of franchise model.
Consignment, debt, internal courts, rules.
Prison authorities try to break it up by transferring its members to prisons all over Brazil.
And predictably, they just start their own franchise and it spreads like crazy.
The gang adopts the motto, peace, justice, and freedom, and starts selling itself as the thing the state never was for these guys, a government.
And then around 2014, the PCC makes the leap that changes everything.
It pivots from selling drugs on Brazilian street corners to exporting them, and it locks down control over the port of Santos.
Estimates of PCC membership right now run to something like 40,000 members and affiliates, with a presence reported in nearly 30 countries.
