For the benefit of council and the public, I would like to briefly explain how items are placed on the city council agenda.
The process is governed by the City Council's Rules of Procedure, not the City Charter.
This means that the Rules of Procedure can be updated pursuant to Council's own processes.
Currently, the Rules of Procedure provide, and actually Rule 4D of your Rules of Procedure, which you have before you at the dais,
that any member of council may request the city manager to place an item on a future agenda by making such a request at a council meeting.
Unless a council member or the city manager objects, the requested item shall be included.

At this time, this item has come back before council, certainly on the last motion that was made, and I will say it is my understanding that there was an earlier referral of this question to committee several years back, and it has now come back before the full council for consideration.
