Why is it important?
I think the difference is under the Obama administration, and when we talk that it's been talked about for years, it was always regulators,
the Department of Labor, being the NLRB, and attempting to influence that policy

This would be the first time at the federal level we're seeing it legislated, and they would legislate it through what's called the PRO Act, which would allow for many of these actions to be codified and would be very difficult to overcome, I think, in the franchise industry.

What's interesting is there were some 40 to 60 carve outs
of certain industries.
For instance, if you think of the newspaper industry, newspaper boys, for lack of a better term, or those that stock newspapers or deliver newspapers,
always been independent contractors in that industry.
They pick up newspapers, they deliver them to a route, they collect off the route,
they're an independent business person.
Under this, they got captured in the C test, or what Ron said, number three there, which is they're really operating the similar business as the newspaper.
