I would give Andy credit for this, that in accepting that, he didn't give up on doing something to reduce the need for sleeping.
So he came to the conclusion, okay, if I can't end rough sleeping, I can create circumstances in where nobody has to rough sleep.

At some point on the morning after the bomb, he and I were in a car going out to police headquarters.
The city council had already started planning the vigil that took place later that day.
And in the car, I turned to Andy and said, and we're not going to have any political speeches.
You might think he's going to bridle against that.
He just said, no, I think that's right.
He was very sensitive that this was really about the victims.
This wasn't about politicians exploiting it.
To say that was an emotional moment is a bit of an understatement, really.
Absolutely, that's the case.
And I think people in Greater Manchester saw him as, and rightly so, this empathetic, caring person where this was really, really important to him.
I think he should take credit for coming into a new position.
