I'm quite unmoved by it as a priority framework.

I'm not sure how crucial it is, but let me suggest those are problems in quantum cosmology, not quantum gravity per se.

I mean, if we want to study an isolated subsystem, we always individuate subsystems spatiotemporally.

In classical GR, likewise, we'll individuate our subsystems and locate them against a sort of classically specified background.

We'll put them in positions there.
