They've been really understaffed.
Their workload is tremendous.
So if you've got a probation officer who's dealing with, let's say, 20 offenders at the moment and trying to work out which ones are safe to sort of like progress and to be held back into society, and then suddenly had 20 more added under this release scheme.
you've got a real question there about whether or not they've got the resources to make sure that everybody's safe.
Because in theory, under this scheme, if you stay on the straight and narrow, you stay out.
But if you step out of line, you can be sent back to prison.
If the prison population starts to go up,
because Andy Burnham tweaks this timetable to keep some offenders in for longer, you start to wonder, hypothetical question is, you start to wonder whether there'll be a temptation not to send some offenders back to jail, even though potentially in another time they would have been sent back for breaching a licence condition.

Because it starts to feel like those moments where politics is about choices and he has to choose here what to do.
He's inherited the system, which, to be frank, the Labour Party broadly backs.
They understand the need for this.
Pragmatically, across criminal justice, it has a lot of backing, even though there's a lot of concerns about whether it can really, really deliver everything that the government hopes.
