And by doing that, they can get out of the capital gains tax entirely, including on gains they made while they were here.
So you'd want to introduce a tax that's called deemed disposal, like Canada or the US or Australia have, that makes sure you tax those capital gains before somebody leaves.
So if you were to implement the full package of reforms, equalisation of the tax rates with an investment allowance,
and closing the two big leaks of being able to hang on until you die or until you leave to get out of the tax.
Together, all of those things would raise another £14 billion.
It's almost doubling the size of the tax at the moment.
