My entire focus is is really on how can we create authority and governance in this fragmented uh in this heterogeneity of actors with different capacities and and preferences.

And I think that we we must think creatively here.

Uh how can we

Can we have someone or s some agency in in the national context that coordinates the work?

Rather than having a uh one health um horizontal uh structure, maybe we can have a a a body that that includes these organizations but is uh governed or steered by one organization and one um unit of that organization.

That's one uh way to to create authority.

I think in the on the international uh level uh we need more accountability mechanisms.

So we need to to be more transparent and uh and let let people you know have be able to track uh what is happening in uh in the various negotiations.

I think that has been developed

in the last uh few years, but that could be strengthened to to also increase the visibility of the problem, which also puts pressure on on the on the coherence um of the of the currently quite fragmented AMR governance space.

So so so really think about uh the the creative ways of of

of creating and sustaining authority in in something that is very fragmented.

But my would be to

Take a step back from the

The individual level rational choice model of collective action, which would assume that actors are bad because they uh I mean they free ride, they they use antibiotics uh because they have rational incentives to do that, uh because they will not face the consequences.

The consequences will be you know in other countries.

than it will be in the futures for for future generations.

I don't think this is a good explanatory model um uh of the problems that we have today.

We have a governance problem of the collective action problem.
