We have one occasion where they were applied after Thermopylae because one guy survived and that was very bad for him.

And then we have three occasions where it's attested that they don't enact the law.

They let the law sleep.

The number of occasions where it is used is actually outnumbered by the number of cases where we're explicitly told that it was not applied.
