There are certain, I call them the devils in Congress, and I know who they are, took that out of the NDAA, the National Defense Authorization Act. So they gutted it. So they're now so fed up. Now, this is exactly 12 months ago. They're so fed up that they're saying, we're done. We're done with Congress. We're done waiting for a president. We'll do it. They're doing it unilaterally.
