At the same time, we have not had another 9-11 scale terrorist attack in the United States.

And so I'm just being honest, I'm genuinely conflicted on this.

Because it's like, is this because-

Seoul is within range of a lot of the artillery and whatnot from North Korea.

So, so far, the answer is they haven't used them, but there is a fear that it could embolden North Korea over time to act aggressively.

So I think that's the other

The other part that's maybe a little bit more nuanced is even if Iran or North Korea isn't going to use nuclear weapons, do they feel that by virtue of having nuclear weapons that they can actually push the envelope a lot more below the use of nuclear weapons?

Right.
