Routinely, Iran lied about what they were doing.
They were enriching uranium to levels that exceeded what they were allowed to do under the nuclear nonproliferation treaty.
They had done research on actually producing nuclear weapons in the 90s.
They had former Soviet scientists, by the way, who were probably looking for a job after the collapse of the Soviet Union.
As many of them were.
