Whether he would have got caught sooner, probably, because if he looked creepy and people, you know, and his acquaintances weren't in such a state of shock.

He wasn't caught for a long time because police information, science, as we know it today,

We didn't know about the concept of serial killing, really, from a law enforcement standpoint.
There were serial killers in the past, like Jack the Ripper and whatnot.
