And a bunch of these payments are, in fact, they're block transfers to the states.
So the federal government doesn't even have the information in a lot of cases to even know if there's fraud.

The government is perfect and has no fraud.
What is your probability estimate of that?

So then would you say that the government is 90%?
That also would be quite generous.
But if it's only 90%, that means that there's $750 billion a year of waste and fraud.
And it's not 90%.
