But Estella says that state of affairs didn't last that long because...
If somebody, you know, slept in and the cops showed up and picked them up.
up in court in front of a judge, she says that the judge basically said, like, are you really arresting someone for sleeping in 20 minutes?
You know?
Yeah.
And according to her, that made the cops pull back.
Over time, there were more lawsuits from more advocates who were saying, hey, these people don't just need a place to sleep at night.
They need their change of clothes.
They need their medication.
They need a blanket.
They also need their stuff, which the city would sometimes take.
Okay, so now we have to let them have their possessions as well.
And as the courts reined in the city's ability to sweep up people's stuff, now you don't just see a person on the sidewalk during the day.
You're seeing more and more of their belongings there, too.
that slippery slope just kept going.
Now, I should say, this all gets messy.
One of these lawsuits was against both the city and Estella's organization, which was accused of confiscating what I'm sure they would call trash, but what others called personal possessions.
Estella's organization denied wrongdoing and ultimately settled.
However, from Estella's point of view, this expansion of property rights and erosion of enforcement, it gradually just degraded the living and working conditions in the whole area.
And she also witnessed the rise of what I think of as the symbol for this new era in the history of this problem.
