It's not going to change very often.
But there are items that belong with things that are going on inside that that should be ordinances because bottom line.
If you set up an ordinance and you find that it's not working properly.
You change it.
It's very easy to change, relatively speaking, to saying, I need to change the charter.
And so I think we did a good job of doing that, saying, Hey, these things should be in an ordinance because they may need modification, enhancement and stuff, you know, because you may not get it right the first time.
I mean, think about all the tasks that one does.
And if you had to make sure you absolutely got it done right the first time.
It you would give cause a lot of problems.
So I think making sure that we identify that was one of them.

He didn't understand the level one, level twos and how they were decided.
I can understand the aspect of wanting to make sure that the level ones and level twos are properly identified further to make sure that everybody knows what's going on.
