German Chancellor Frederick Moers said last week that Iran was humiliating the U.S.

and that the U.S.-Israeli war on the country was ill-considered.

Trump then said Moers doesn't know what he's talking about and announced the troop protection.

The top armed services Republicans said Germany has complied with America's request to increase its defense spending and has offered logistical support for the war.

In a statement, they wrote that reducing America's presence in Europe risks undermining deterrence and sending the wrong signal to Vladimir Putin.

We expect the department to engage with its oversight committees in the days and weeks ahead on this decision and its implications.

The tool is Section 702 of the Foreign Intelligence Surveillance Act, also known as FISA.

U.S.

intelligence agencies use it to scoop up the communications of more than 300,000 foreign nationals located outside of the U.S.

each year.

The government says the intelligence collected under FISA 702 underpins a huge share of the president's daily intelligence briefings.

But reformers in both parties have long been concerned about the government reviewing Americans' private information gathered as part of the surveillance and unsuccessfully pushed for law enforcement to need a warrant before agents could do targeted reviews of the communications of U.S.

citizens in the database.

The measure now heads to the Senate, which must act by Thursday night to avoid a potential legal morass if the law expires.

As though the longest agency shutdown in history weren't enough pressure, Saturday night's shooting at the White House Correspondents Association dinner has refocused lawmakers' attention on the lack of DHS funding.

The Senate has twice advanced a unanimous bipartisan deal to fund all of the agency with the exception of some immigration enforcement teams that House Republicans have refused to take up.

The GOP is now advancing a slower one-party plan.
