The EU's Migration and Asylum Pact aims to make it more difficult for asylum seekers and migrants to enter the 27-nation bloc.
They are to be screened at the European Union's outer borders for up to seven days before being admitted.
Asylum seekers from countries that the EU now deems safe, such as Syria and Bangladesh, can be kept at the border while their cases are processed and given only one chance to appeal a rejected application.
