In his resignation letter, former Defence Secretary John Healey accused the British Prime Minister of being unable and his Treasury unwilling to spend the money needed to defend the UK at what he called a dangerous time of rising threats.
Healy said the government's plans fell way short at a time when the UK has said there could be an attack by Russia on NATO.
Starmer has insisted the government is providing the largest increase in defence spending since the Cold War.
But this has left Britain's defence plan in disarray just weeks before a key NATO summit.

One video shows a young boy and his parents being led out of their home by firefighters as houses and cars burn around them.
A bus was also set on fire and footage shows masked men setting garbage cans alight.
Politicians had called for calm after a video of a stabbing attack in Belfast circulated on social media.
Northern Ireland's First Minister Michelle O'Neill said that groups of masked men were burning families out of their homes and called it outright thuggery.
And she warned that there were dangerous attempts to exploit the stabbing attack.
The violence erupted hours after right-wing commentators from England and the United States, including billionaire and ex-owner Elon Musk, had posted about the Belfast knife attack and called on people to protest against immigration.

In a post on X, the Trump administration said ideological conditioning and two-tiered policing are glaring symptoms of civilizational decline.
Right-wing British politicians have repeatedly alleged Britain has a so-called two-tiered policing system where people of colour get treated better than white people after the murder of 18-year-old student Henry Novak, whose wrongful arrest in his dying moments sparked outrage and riots across Britain.
Novak, who was white, was arrested after his attacker, who is Sikh, lied to police and accused Novak of racial abuse.
