And as somebody suggested to me, the fact that Phillips had been stationed in Mexico for a long time, but during the World Cup was chief of station in Brazil, the most likely way this might have happened, if it happened,
would have been that Phillips, head of the CIA in Brazil, was doing a favor for his counterpart, head of security intelligence in the Brazilian regime, who's coming under pressure from his boss to make sure they win the World Cup.
And over a couple of beers, they're just like, well, maybe it'd be good if you got rid of that Gordon Banks.
