Counterintelligence uh director Alan Kohler, deputy uh Nikki Flores, and a special agent Bradley Benavides work in the counterintelligence section.

There's Albany Field Office, and of course criminal division is in headquarters, up in headquarters.

So, how was this IIR created?

Well, there's a process.

The handling agent of the FBI meets the source.

They draft what we call an FD-1023.

The supervisory special agent approves that FD-1023.

Then it goes to an analyst who analyzes for what they call drain criteria.

The drain criteria simply says is it detailed?

Does it respect source rights?

Is it authoritative?

Is it new?

And um

If it meets that criteria, then the uh criminal officer disseminates that IIR.

That's the normal process.

And the Albany Field Office felt that they had met that process.

So when it was recalled, they objected.

And here's some of the actual communications uh internally from the FBI Albany Field Office.

Uh one of the agents says most concerning to me is stating the reporting would contradict Directors Ray Director Ray's testimony.

I found this troubling because it implied to me that one of the reasons we aren't putting this out is for a political reason, which goes directly against our organization's
