It was finished at least before then.

I was about to say, so that means it was ready, but they didn't immediately release it.

But whilst Anthropic hesitated, they stepped on the brake and they were clearly worried about misuse and unsafe deployments.

OpenAI launched ChatGPT.

And the world changes overnight.
