He thanked the five Republicans who joined Democrats to get the war powers resolution over the finish line.
One of those Republicans, Pennsylvania's Brian Fitzpatrick, argued once a conflict passed the 60-day mark, it violated the War Powers Act.
For now, the vote remains symbolic.
Even if it were to pass in the Senate too, Trump would be able to veto it.
