So who's exempt?

There's a mandatory list of folks that are exempt: pregnant women, parents of caretakers of kids over 14, um, ex uh certain foster youth, Native Americans.

And then there is a second tier, disabled veterans, caregivers of disabled dependents, and certain hardship cases.

On paper, the medical frail exemption is huge and a generous ten percent generally.
