You could borrow a bit more and still have that be true.

But if they want to do really substantive extra borrowing, like have a growing healthcare, growing social care, growing defence, more money for council houses and whatever else, I don't really see that there's flexibility within those rules, really.

I think they're constraints that governments signed up to because they thought they were useful.

I think it is useful to say that actually in relatively good times, like we're not in a pandemic, for example, actually let's stop having the debt ballooning up.

Let's get it under control.

Partly so we have a bit of space to borrow more if something else bad comes along.

So, yeah, I worry a bit about this always, always flexibility.

I don't think there is a lot of flexibility, actually.

And even if we could borrow more, the question of should we borrow more?

We have debt that is really high.

The government already is in a situation where one of every £12 it spends is on debt interest.

We could borrow more and have a higher debt interest bill.

Is that a good idea?

Do we want to do that?
