That is usually what people mean by the crisis of social care.

That is what Andy Burnham had a go at dealing with when he was health secretary 17, 16 years ago under Gordon Brown.

And so he's giving a speech on social care, we expect, later this week.

And I think what a lot of politicians within the Labour Party and beyond are looking for is actually

the at least start of a solution or an indication of his direction of travel on funding, as well as the other crises of social care, one of which he talks about in that interview with Laura.

Well, that is what he has talked about in the past.

especially when he was Health Secretary and he called for a national care service.

And he's talked much more recently than that about wanting a social care system that operates on the NHS principle.

So again, I think he's talking about care being free at the point of use.

But...

The general notion is that if that is the direction Andy Burnham goes in, it wouldn't be funded out of general taxation in quite the same way.

You might have what's called a hypothecated tax.

So a particular tax would go specifically towards funding the care system.

At some points in the past, Andy Burnham has suggested a 10% levy on estates.

So essentially an inheritance tax to fund the care service.

That is what

David Cameron as the then Conservative leader and soon to be Prime Minister described as a death tax at the 2010 general election.

So perhaps Andy Burnham has been burnt by that particular suggestion of how to fund a national care service.

But look, I mean, let's just look in the round at the various ideas which Andy Burnham has mooted over the past few weeks.
