the test of everything you're going to do is how would it go down in that constituency, make a field?

He talked today about how it is something that it might be looked at in the context of the budget this autumn.

I don't think it was ever plausible that it would be looked at before the budget, given what we've talked about before, about Andy Burnham being wary of being seen to make unfunded spending commitments or unfunded commitments on tax.

So, look, I think it is a very interesting sign of his instincts, though I think we're still quite unclear how his instincts, publicly declared as they often are, translate into government policy.
