With an uneducated population, it becomes a tool of oppression, no different than communism. You know, stupid people are very easily to emotionally manipulate and you can get them to vote on stupid issues while they ignore big ones. Explain what usury is. Most people don't know what that means. Usury is the loaning of money at an interest.
