Low churn limbo is the phrase I use when I'm not sure if I've got anxiety or food poisoning.

Clearly, existing employment schemes aren't working, and we think it's because they're not thinking outside the box.
Forget nurses and social workers, whatever they do all day.
We think the government should be creating more roles in niche sectors.

I've got a suggestion here from Sheena, who says the most unusual job she's ever had was standing at a conveyor belt, picking out slugs, etc., as peas.
