I expected much worse from this, maybe some stupidly punitive rules, but I think Obama is starting negotiations on the soft side knowing.
This is going to go to Congress next, and they're going to be bloodthirsty and trying to go to the extreme on the other end.

I think it's all the Fed can do is monetary policy.
