Israel has been attacking Tyre for the past two weeks, saying it's targeting the militant group Hezbollah.
But it left the mostly Christian section near the city's Roman port and areas around it untouched.
Tuesday morning, Israel's military spokesman issued a warning in Arabic.
Avihai Adraei said he was addressing residents of Tyre, including the Christian Quarter and surrounding neighborhoods, urging them to evacuate urgently.
He said the move was in response to Hezbollah attacks in Israel.
Hezbollah has been fighting Israeli forces that have occupied southern Lebanon, but is also launching attacks on military targets in northern Israel.

There were sirens sounding in Israel this morning after attacks both by Yemen's Houthi rebels, which are Iranian allies, and Iranian missiles being launched.
Iran said it targeted two Israeli military bases.
It said in retaliation for Israeli strikes on Iranian radar sites.
And Israel said it hit an Iranian petrochemical plant.
Iran then said it hit an Israeli petrochemical plant in retaliation.
And meanwhile, in Lebanon, Israel kept up attacks in the south of the country, including Sunday in the southern city of Tyre.
Well, the background is that this war in Lebanon is part of a wider Iran-U.S.
deal.
Now, Iran insists on a ceasefire in Lebanon, where Israel has occupied parts of the south and where it's fighting Iran-backed militant group Hezbollah.
So Iran warned that it saw any strikes by Israel on the southern suburbs of Beirut, where it has offices as a red line.
