The agreement would also not include the Save America Act voter ID legislation the president has urged Republicans to include as part of DHS funding.
Instead Republicans in the Senate would try to advance elements of that proposal through a budget process that avoids a 60 vote filibuster.

A federal judge in Boston is blocking a new policy that would put thousands of refugees at risk of arrest and detention.
Judge Richard Stern sided with a group of refugees and two advocacy groups who argued the Department of Homeland Security's policy is unlawful and a departure from decades of practice.
The policy would allow officials to detain refugees legally admitted to the U.S.
if they failed to obtain a green card after a year in the country.
Advocacy groups say it puts at risk more than 100,000 refugees with applications pending.
DHS argues the initial focus is on about 5,600 refugees living in Minnesota.
