I'd say it's self-interest, that they didn't like these reforms, many of these MPs, because they felt that it was going to give too much power to the centre of the party, the leadership of the party, and that that could ultimately affect their candidature.
So members of Forza Italia and the League, I imagine, have voted against this.
And we don't know who they are, but it's causing a bit of a ruction.

The opposition sees this as a major setback and they're calling for her resignation.
They want snap elections.
