Fairfax County police say he shot and killed a man inside a Reston home today.

And tonight, our Tom Rousey dug into Ortiz's lengthy criminal history and found out this is not the first time he's been accused of murder.

He also has new information that we just confirmed with ICE that you are hearing first on 7 News.

ICE is telling us not only was this suspect illegally in the country, they had put a detainer on him that was not honored.
