That's a backhoe digging through the ruins of a 12-story building that collapsed here in the coastal town of Los Corales.
But local residents say the government backhoe operator never showed up, so they had to pay for one.

One reason there's a shortage of heavy equipment is because so many Venezuelan factories have shut down.
Hospitals were defunded and now they lack everything from antibiotics to, in some cases, even running water.
Rescue workers and firefighters lack protective gear.
So in the end, previous mistakes are making it a lot harder for the government to deal with this ongoing disaster.
While we were driving into Caracas, we passed convoy after convoy of aid trucks trying to get to the disaster zone.
