The European soccer body UEFA calls the move by FIFA president Gianni Infantino a scheme and says the World Cup is not FIFA's to sell.
The plan to create a $20 billion subsidiary to run the World Cup would be backed by Joshua Kushner's investment firm Thrive Capital.
