It happened yesterday afternoon during what the Department of Homeland Security called a targeted stop of a vehicle carrying two people in southeast Portland.

A federal agent opened fire, hitting and wounding both occupants.

The Department of Homeland Security said the driver, quote, weaponized the vehicle.
