So it seems like they will need to find some kind of a pay-for.

So I don't know how this thing gets through the House.

In terms of the Senate, you got to assume Collins is a no.

I mean, could you imagine?

It's inconceivable that she'd be.

But you assume she's a no.

You assume Rand Paul is a no.

So they can only lose one more.
