To make it not common knowledge.

In other words, let's go through this.

You don't know the character of the police officer.

There's one of two.

He could either be an honest police officer or dishonest.

If you come out and you make a blatant bribe and he is dishonest, then you're off hook.

But if he's honest, you may go to jail.

So you don't want to take that risk.

So instead what you do is you don't make it common knowledge.

You don't make it obvious that the police officer knows that you're making a bribe.

So what you say to the police officers, you say something like, you know, in my country, there's a special way of handling this so that you don't have to go to court.

You can pay the fine right now.

Do we have that in this country?

Right.

And so think about, I know I'm bribing him.

He knows I'm bribing him.

But he does not know that I know I'm bribing him.

So in a court of law, I could say, what are you talking about?

I'm not bribing him.

I was just asking information.
