The only way I think it makes sense is if you are Trump and you believe that the world is a jungle and in this jungle there are three spheres of influence.
And we are going to carve out our sphere in North and South America.
And the Chinese are going to get theirs in the Indo-Pacific.

And we're all going to stay out of each other's way.
And we're all going to shake down our neighborhoods to get as much loot as we can.
